In a separate bowl, sift together the flour, cream of tartar, baking soda and salt and add to shortening mixture. Mix on low speed until well-combined. Wrap in plastic wrap and chill for at least 1 hour. Preheat oven to 350 degrees. In a small mixing bowl, combine the remaining sugar (or substitute colored sugars here) and the cinnamon. Roll dough into balls about the size of a walnut and roll in the sugar mixture. Place cookies 2 inches apart on an ungreased cookie sheet. Place in the oven and bake about 10 minutes. Remove from oven and cool on a wire rack.
