In a small skillet cook onion, garlic, red pepper in hot oil til onion is soft, about 10 minutes. Process all ingreadients together. Transfer to a small serving bowl. Serve at room temperature or cover and chill for up to 24 hours. Serve with toasted bread or crackers.
