Preheat oven to 350 degrees. Combine flour, sugar and soda in a large bowl<br \/>\n set aside. Combine butter, water and cocoa in a saucepan<br \/>\n bring to a boil. Pour mixture over dry ingredients, stirring until blended. Stir in buttermilk, eggs and vanilla extract. Pour batter into prepared pan and bake for 25 to 30 minutes or until toothpick inserted in center comes out clean. Cool completely on a wire rack. Spread with frosting<br \/>\n refrigerate until frosting is firm. Top with chocolate glaze. Store in refrigerator. To make the frosting: Cream butter. Gradually add sugar<br \/>\n beat until light and fluffy. Stir in creme de menthe. To make the glaze: Melt chips and butter in double boiler or in pan over low heat, taking care not to burn chocolate. Pour over frosting layer<br \/>\n spread carefully with a spatula.
