In large mixer bowl, combine margarine, sugar, flour, cocoa, baking powder, eggs, milk &amp; 1 1\/2 tsps vanilla<br \/>\n beat well. Stir in nuts if desired. Spread in greased 13&#215;9 pan. Bake 40 minutes or until brownies begin to pull away from sides of pan. Just before brownies are done, in heavy saucepan, over low heat, melt chips with sweetened condensed milk &amp; remaining 1 1\/2 tsps. vanilla. Remove from heat. Immediately spread over hot brownies. Cool. Chill. Cut into bars.
