In a skillet, heat oil, add onion &amp; bell pepper &amp; saute them, stirring often for 5 minutes, or until vegetables have softened. Add broth &amp; bring to a boil. Add shrimp &amp; cook for 1 minute. Remove the pan from the heat &amp; stir in the butter, parsley, cayenne &amp; salt &amp; pepper, tossing the ingredients until well-combined. Pour sauce over pasta &amp; serve immediately.
