Combine flour, sugar, baking powder, baking soda, salt &amp; nutmeg. In another bowl, combine milk, water, oleo, egg whites, juice &amp; vanilla. Add liquid to dry ingredietns &amp; stir only until dry ingredeitns are moistened. Pour into 12 muffin cups sprayed with non-stick vegetable coating. Bake 20 minutes.
