Add beef &amp; saute until it begins to brown. Add next 8 ingredients &amp; bring to a boil. Stir the mixture a few times, cover &amp; simmer gently for 30 minutes. Add raisins &amp; almonds &amp; cook a few more minutes uncovered, until the picadillo has no excess liquid around it but still looks moist. Meanwhile, warm tortillas &amp; serve with meat.
