Combine in a small saucepan with water to cover. Bring to a boil, then simmer 3-6 minutes, until not quite soft. Meanwhile, combine onion, peppers &amp; garlic in a food processor. Process to a chunky texture. Scoop into a bowl, stir in sugar &amp; cumin &amp; gradually add juice to taste.
